The GOUV Verifier is a program developed by the Council on Foreign Relations, the GOUV Intelligence Agency, and Consularis with the exclusive purpose of validating official documents. It operates as a technical verification mechanism for authenticity and formal compliance, confirming whether submitted records and certificates are legitimate and intact according to standardized checking criteria. The program does not assess the substantive content of the document, but instead ensures its documentary validity, providing greater security and reliability for institutional, consular, and administrative processes linked to the GOUV ecosystem.
