THE FLAG
The GOUV flag features a yellow background with nine black stars, symbolizing the capitals of the nine states of Brazil’s Northeast region, where the organization was founded, specifically in Pernambuco. The yellow represents hope, innovation, and prosperity, reflecting GOUV’s mission of global development and cooperation.
The arrangement of the stars also references GOUV’s internal initiative, the “Union of the South Atlantic”, a movement led by Northeastern Brazilians with the goal of fostering the region’s development across social, political, and economic dimensions. This symbolizes unity, ambition, and a forward-thinking approach to addressing regional challenges while reinforcing the organization’s roots and commitment to its place of origin.
The flag is a representation of GOUV’s vision to bridge local heritage with global aspirations.

THE COAT OF ARMS
The Coat of Arms of GOUV was designed to represent the union of the founding families of the organization. It features two golden lions standing on either side, symbolizing strength, courage, and guardianship. At the top, a golden crown represents authority, leadership, and the vision of governance embraced by GOUV.
The shield at the center is a composite of the heraldic elements from the founding families, signifying their collaboration and shared values. This emblem symbolizes the foundation of GOUV and its connection to the founder, Mr. Marcos H. Bãdãrãu Jr., as the representative of the founding family. Together, the elements of the coat of arms highlight unity, legacy, and the aspirations of the organization.

The name GOUV is an abbreviation of “government” or “governance,” reflecting the organization’s mission to act as a global digital government. It was chosen to symbolize the essence of the institution as an entity structured to promote global cooperation and development in a modern, digital, and innovative environment.
This choice also carries a sense of simplicity and universality, reinforcing its identity as an international, inclusive project adapted to the needs of the contemporary world. The name highlights the vision of digital leadership and global organization while conveying a sense of authority and responsibility expected of a government — even though, in GOUV’s case, this governance is exercised in a non-traditional format and without physical borders.
