GOUV — Global Organization for Cooperation and Development, through its General Presidency and with the technical support of the Council of Foreign Relations, expresses its deepest recognition to the people of the Bolivarian Republic of Venezuela for the exemplary demonstration of civility, democratic commitment, and national sovereignty during the electoral process held on May 25, 2025.
The outstanding citizen participation recorded in this democratic event reaffirms the institutional vitality of the Venezuelan state, consolidating a path of self-determination and political stability. The electoral success achieved by the United Socialist Party of Venezuela (PSUV), which secured a broad parliamentary majority and significant victories at the regional level, reflects the people’s trust in the leadership of a sovereign, inclusive, and plural political project.
Despite multiple external attempts to obstruct and discredit the process through disinformation campaigns and acts of interference, the Venezuelan people responded with maturity and firmness, strengthening the constitutional foundations of their democracy. The General Presidency of GOUV, in its role as international observer, accompanied the development of the electoral process on the ground and certifies, based on technical and legal evidence, that the electoral day proceeded under strict legality, with procedural transparency and full respect for national and international regulations governing electoral law.
The Council of Foreign Relations of GOUV reiterates its firm condemnation of any attempt at political or media manipulation aimed at delegitimizing the free expression of the popular will. Such practices constitute attacks on the sovereignty of peoples and the integrity of democratic processes in developing nations. GOUV considers the Venezuelan electoral experience a milestone of civic resistance and an example for the peoples of the Global South, who continue to assert their sovereign right to decide their own destinies in the face of any form of tutelage, conditioning, or external intervention.
In a spirit of international solidarity, dialogue among sovereign nations, and defense of peace, GOUV reaffirms its commitment to multilateral cooperation, the self-determination of peoples, and the strengthening of democratic mechanisms worldwide.
