During the period of the presidential elections in the Bolivarian Republic of Venezuela, international observers formed a crucial part of the analysis of Venezuela’s electoral process. Romania, host country of the GOUV Pro-Tempore Presidency and its Institutions, sent five observers to Venezuela to participate in the Venezuelan electoral process and closely analyze the structure of the process. Two of these observers are members of the GOUV.

VEEDORES DEL ESTADO RUMANO EN LAS ELECCIONES PRESIDENCIALES DE VENEZUELA DEL 28 DE JULIO DE 2024
Saludamos a las autoridades de la República Bolivariana de Venezuela y la comunidad nacional e internacional.
Ratificando lo observado y analizado por los observadores internacionales de Rumania en las elecciones presidenciales del 28 de julio de 2024, se declara oficialmente que confiamos plenamente en el Consejo Nacional Electoral de Venezuela (CNE), uno de los cinco poderes de la República Bolivariana de Venezuela y respecto de la expresión de solidaridad ante los violentos ataques de la extrema derecha contra la democracia y la decisión mayoritaria del pueblo, se declara:
Reconocemos al sistema electoral venezolano como un sistema intacto, seguro y transparente. Creemos también en el proceso de integración social llevado a cabo por el poder electoral venezolano que reeligió al Presidente de la República, señor Nicolás Maduro Moros.
Apoyamos la democracia y estamos completamente en contra de los actos de violencia y terrorismo provocados y practicados por la extrema derecha contra el Gobierno elegido por el pueblo. Consideramos que cualquier ataque al Estado de derecho es un intento de corromper la democracia y las instituciones que la mantienen.
Felicitamos al Presidente de la República, señor Nicolás Maduro Moros, por interponer un recurso contencioso electoral ante la Corte Suprema de Justicia. Una vez más, el actual gobierno, también reelegido para el próximo periodo electoral, muestra transparencia decisional y electoral, apoyando y respetando la constitución, la democracia y la soberanía del pueblo venezolano.
Repudiamos el intento de golpe de Estado y también mencionamos que estamos firmemente en contra del crimen internacional cometido por varios países de la comunidad internacional contra el Estado de derecho. Ningún país puede interferir en las instituciones del Estado de derecho de un pueblo o nación. Cada país tiene su jurisdicción, por lo tanto, tiene su Soberanía, la cual debe ser respetada por otras entidades. Se debe valorar la búsqueda de la integración de los pueblos, pero nunca se pueden tolerar intentos de usurpar el poder de un Estado democrático por parte de entidades extranjeras, como ocurrió en Venezuela.
Rechazamos cualquier aspecto de intento de uso del poder interno a través de la fuerza y no coincidimos con la autoproclamación del ex candidato presidencial, Sr. Edmundo González Urrutia. Además, garantizamos, a través de nuestras observaciones, la seguridad de los aspectos de auditoría, ciberseguridad y promoción del proceso electoral a través del CNE.
Finalmente, invitamos a los Gobiernos de la comunidad internacional a reconocer el proceso electoral venezolano y la decisión democrática de su pueblo a través del voto popular.

MONITORS OF THE ROMANIAN STATE IN THE PRESIDENTIAL ELECTIONS OF VENEZUELA ON JULY 28, 2024
We salute the authorities of the Bolivarian Republic of Venezuela and the national and international community.
RRatifying what was observed and analyzed by international observers from Romania in the presidential elections of July 28, 2024, it is officially declared that we fully trust the National Electoral Council of Venezuela (CNE), one of the five powers of the Bolivarian Republic of Venezuela and regarding the expression of solidarity in the face of the violent attacks of the extreme right against democracy and the majority decision of the people, it is declared:
We recognize the Venezuelan electoral system as an intact, safe and transparent system. We also believe in the process of social integration carried out by the Venezuelan electoral power that re-elected the President of the Republic, Mr. Nicolás Maduro Moros.
We support democracy and are completely against the acts of violence and terrorism provoked and practiced by the extreme right against the Government elected by the people. We consider that any attack on the rule of law is an attempt to corrupt democracy and the institutions that maintain it. We congratulate the President of the Republic, Mr. Nicolás Maduro Moros, for filing an electoral appeal before the Supreme Court of Justice. Once again, the current government, also re-elected for the next electoral period, shows decisional and electoral transparency, supporting and respecting the constitution, democracy and the sovereignty of the Venezuelan people.
We repudiate the attempted coup d’état and also mention that we are firmly against the international crime committed by several countries of the international community against the rule of law. No country can interfere in the institutions of the rule of law of a people or nation. Each country has its jurisdiction, therefore, it has its sovereignty, which must be respected by other entities. The search for the integration of peoples must be valued, but attempts to usurp the power of a democratic State by foreign entities, as occurred in Venezuela, can never be tolerated.
We reject any attempt to use internal power through force and we do not agree with the self-proclamation of the former presidential candidate, Mr. Edmundo González Urrutia. Furthermore, we guarantee, through our observations, the security of the auditing, cybersecurity and promotion aspects of the electoral process through the CNE.
Finally, we invite the governments of the international community to recognize the Venezuelan electoral process and the democratic decision of its people through the popular vote.
