The position of Honorary High Representative has been granted to Dr. Raphael Dievos Fonteles Ribeiro, a renowned jurist with extensive expertise in international law. A member of the Council on Foreign Relations (CFR) and a GOUV citizen since 2023, Dr. Raphael has distinguished himself through his ability to foster strategic relations and promote multilateral dialogue. His appointment was decided by GOUV’s Pro Tempore General Presidency, currently based in Romania.
The official ceremony took place on the morning of November 10 in Lima, where Dr. Raphael received the official decree at a solemn event attended by members of civil society, business leaders, and Peruvian authorities.
