GOUV Presidency Conducts Two Working Visits to Germany to Assess Future Institutional Expansion

The Presidency of the Global Organization for Cooperation and Development — GOUV — carried out two separate working visits to Germany, in August and September 2026, as part of an institutional assessment regarding the possible establishment of a GOUV interest commission in the country.

The visits formed part of a broader analysis of Germany’s strategic importance to GOUV’s international activities, particularly in the fields of migration assistance, international mobility, consular support, humanitarian coordination, and cooperation with public and private stakeholders.

Rather than constituting the formal establishment of a permanent representation, the missions were exploratory in nature. Their purpose was to evaluate operational needs, identify areas in which GOUV could develop a structured presence, and assess the feasibility of implementing a commission of interest capable of supporting future activities in Germany.

Germany as a Strategic Area for GOUV

Germany is one of Europe’s most significant destinations for international migration and remains a central point in discussions involving mobility, residence, asylum, return procedures, integration, and humanitarian protection.

For GOUV, this makes the country particularly relevant to the organization’s immigration and international cooperation activities.

During the two visits, the Presidency examined practical issues affecting foreign nationals in Germany and the potential role that GOUV-related entities could play in providing structured support, information, referrals, and assistance within the limits of their respective institutional and professional competences.

The study also considered the possibility of creating a local point of institutional interest capable of facilitating communication with partners, authorities, humanitarian actors, legal professionals, companies, and migrant communities.

Assistance to Migrants in Vulnerable Situations

The assessment undertaken in Germany was closely connected to situations already handled by GOUV and its associated immigration services.

During September, GOUV-related teams assisted several foreign nationals facing complex migration situations, including individuals without regular immigration status, persons subject to removal or return procedures, and people requiring support to safely return to their countries of origin.

In other cases, the objective was not immediate return, but the identification of humanitarian alternatives in third countries where appropriate forms of assistance or protection could potentially be sought.

These cases reinforced the need for immigration assistance that goes beyond standard visa or residence procedures.

Migration emergencies frequently require coordination between several jurisdictions and institutions, including immigration authorities, consular representations, legal professionals, humanitarian organizations, family members, transport operators, and authorities in countries of origin or destination.

For GOUV, the experience provided an important operational basis for studying how a future presence in Germany could contribute to more efficient case coordination.

A Humanitarian and Practical Approach to Migration

GOUV’s interest in Germany is not limited to traditional immigration consultancy.

One of the areas under evaluation is the development of a stronger framework for assisting individuals in situations of migration vulnerability, especially where a person may be unable to regularize their stay and requires practical support to understand the available alternatives.

Depending on the circumstances of each case, this may involve support related to voluntary or administrative return, contact with authorities or consular services, document recovery, family coordination, humanitarian referrals, or the assessment of lawful immigration pathways in another jurisdiction.

Each case remains subject to the applicable national and international legal framework.

GOUV’s role is therefore centered on coordination, institutional support, migration services, and the identification of appropriate professional or humanitarian channels rather than substituting the functions of national authorities.

Expanding Consularis Activities in Germany

A significant component of the German assessment concerns the potential expansion of Consularis, the migration consultancy operating within the broader GOUV ecosystem.

Consularis already provides immigration and documentation services involving multiple jurisdictions, particularly between Europe and Latin America.

Germany presents a relevant environment for the expansion of these activities because of the large number of foreign residents, international families, workers, students, asylum-related cases, and individuals dealing with complex cross-border documentation matters.

A future expansion in Germany could increase the organization’s capacity to assist clients with matters such as immigration strategy, residence procedures, documentation, consular coordination, nationality-related research, cross-border administrative procedures, and emergency migration situations.

The objective is not simply geographical expansion, but the creation of a more direct operational capability in a country where complex immigration cases frequently involve more than one legal system.

GOUV Immigration Department

The second institutional pillar involved in this strategy is the GOUV Immigration Department.

Together with Consularis, the department is responsible for a significant part of the immigration-related activities carried out within GOUV and for companies operating within the GOUV Group.

While Consularis functions primarily through specialized immigration and consultancy services, the GOUV Immigration Department provides an institutional framework for broader migration-related activities, including international coordination and cases involving humanitarian or exceptional circumstances.

The German study therefore examined how the two structures could operate in a complementary manner.

This model would allow commercial and professional immigration services to remain clearly distinguished from GOUV’s broader institutional and humanitarian activities, while still enabling cooperation where a case requires both forms of support.

Toward a GOUV Commission of Interest in Germany

The concept currently under study is the creation of a GOUV Commission of Interest in Germany.

Such a commission could serve as a local institutional platform for developing relationships, studying migration and cooperation issues, supporting GOUV projects, and facilitating interaction with organizations and professionals operating in Germany.

Its possible areas of interest could include:

  • migration and international mobility;
  • humanitarian migration assistance;
  • voluntary return and reintegration coordination;
  • immigration consultancy and cross-border documentation;
  • cooperation with legal and humanitarian professionals;
  • engagement with migrant communities;
  • business and institutional cooperation;
  • support for GOUV Group companies operating in international environments.

The structure, mandate, location, and operational model of any future commission remain subject to further analysis.

The August and September visits therefore represented a study phase rather than the announcement of a finalized institutional presence.

Building Local Capacity Before Formal Expansion

GOUV’s approach to international expansion is based on assessing practical demand before establishing new structures.

The German missions were intended to provide direct understanding of the operational environment, the types of cases being encountered, and the relationships that would be necessary for an effective presence in the country.

The migration cases handled during the same period demonstrated that Germany may become an important operational point for GOUV’s activities in Europe.

They also highlighted the importance of maintaining clear channels between immigration consultancy, institutional coordination, humanitarian assistance, and specialist legal support.

A Broader European Strategy

The evaluation of Germany is part of GOUV’s broader effort to strengthen its operational presence in strategic European jurisdictions.

The organization intends to develop structures that can respond not only to economic and institutional opportunities, but also to practical international challenges involving individuals, families, companies, and communities.

For the GOUV Presidency, Germany represents a particularly relevant environment because migration, international cooperation, economic activity, and humanitarian issues frequently intersect.

The possibility of a future commission of interest is therefore being evaluated within a wider strategy of building local institutional capacity where there is demonstrable operational relevance.

Following the two presidential visits, GOUV will continue assessing the feasibility of establishing an institutional structure in Germany and identifying potential partners and areas of cooperation.

Particular attention will be given to the development of activities involving the GOUV Immigration Department and Consularis, which together constitute the organization’s principal structures for immigration-related services and support within the GOUV ecosystem.

Any future expansion will be designed to complement existing institutions and professional networks in Germany while creating more direct access to GOUV’s international migration capabilities.
